ETHIOPIA: "Mengistu has Decided to Burn Us like Wood" - Bombing of Civilians and Civilian Targets by the Air Force, Massawa, April 22

Two small boys sit under a fence, both are wounded and bleeding, watching the aftermath of the air raid ‑- people being dug out of the rubble, the dead being buried.  The older one, his head bandaged, is screaming, from both pain and bewilderment, but falls silent for a moment.  The younger boy touches him on the shoulder.  "Are they going to bury us too?" he asks.  "No, no," his brother reassures him, "we might get taken to the hospital."*

Introduction

   The Ethiopian air force is currently engaged in a bombing campaign which is largely targeting civilians, and which is resulting in the killing and maiming of thousands of non-combatants, including many women and children.  This bombing campaign cannot be regarded as "indiscriminate": for the pattern of attacks suggests that there is a specific aim of killing civilians believed to be sympathetic to rebel movements, disrupting their economic life, preventing food relief from reaching them, wreaking revenge for defeats by the rebel armies, and instilling fear.  The government of Colonel Mengistu Haile Mariam has used the air force to fight civilians for more than a decade; however, the bombing campaigns launched since 1988 have been unprecedented in their scope.

Deux jeunes garçons sont assis sous une clôture, tous deux blessés et en sang, observant les conséquences du raid aérien : on exhume les gens des décombres et on enterre les morts. Le plus âgé, la tête bandée, hurle, à la fois de douleur et de désarroi, mais se tait un instant. Le plus jeune lui touche l'épaule. « On va nous enterrer aussi ? » demande-t-il. « Non, non », le rassure son frère, « on risque d'être emmenés à l'hôpital. »*

Introduction

   L'armée de l'air éthiopienne mène actuellement une campagne de bombardements qui cible principalement les civils et qui tue et mutile des milliers de non-combattants, dont de nombreuses femmes et enfants. Cette campagne de bombardements ne peut être considérée comme « aveugle » : la nature des attaques suggère qu'elles visent spécifiquement à tuer des civils soupçonnés de sympathiser avec les mouvements rebelles, à perturber leur vie économique, à empêcher l'acheminement de l'aide alimentaire, à venger les défaites des armées rebelles et à instiller la peur. Le gouvernement du colonel Mengistu Haile Mariam utilise l'aviation pour combattre les civils depuis plus de dix ans ; cependant, les campagnes de bombardements lancées depuis 1988 ont été d'une ampleur sans précédent.
