They had to justify their governance by demonstrating that no region—from the highlands of Tigray to the lowlands of the Somali region—was being left behind. Every policy, every infrastructure project, and every diplomatic outreach had to be measured against the standard of national cohesion. If they failed to balance these competing interests, their legitimacy would inevitably fracture into regionalism.
