This is where the actual regime change occurs. The resistance forces, having spent years building trust across ethnic and national lines, call for a National Dialogue. They invite representatives from all factions—including those previously marginalized—to draft a new social contract. This is not a power grab, but a power distribution. They implement a decentralized system of governance that respects the unique cultural identities of the people while upholding the universal rights of the individual.
